Craftsmen Training Scheme (CTS) by The Craftsmen Training Scheme (CTS) was introduced by the Government of India [Directorate General of Employment and Training (DGE&T)] in year 1950 to ensure a steady flow of skilled workers in different trades for the domestic industry, to raise quantitatively and qualitatively the industrial production by systematic training, to reduce unemployment among the educated youth by providing them employable skills, to cultivate and nurture a technical and industrial attitude in the minds of younger generation. The Scheme is the most important in the field of Vocational Training, has been shaping craftsmen to meet the existing as well as future manpower need, through Industrial Training Institutes. The day-to-day administration of ITIs under the Craftsmen Training Scheme was transferred to the State Governments/ Union Territory administrations with effect from the year 1956.
The minimum age limit for persons to take part in the scheme is 15 years but there is no upper age limit. Successful persons will be awarded certificates issued by National Council for Vocational Training (NCVT).

Demand driven short term training courses based on Modular Employability skills (MES) identified and decided in consultation with the Industry. MES is the 'Minimum Skills Set' which is sufficient for gainful employment or self employment in the world of work. The Modular Employable Skills Scheme seeks to provide vocational training to school leavers, existing workers, ITI graduates, etc. to improve their employability by optimally utilizing the infrastructure available in Govt, private institutions and the Industries. Essence of this scheme is in the certification on vocational training from the NCVT that is nationally and internationally recognized in world of work in the Government (Centre & State) as well as private sector.
